Vatican City is situated on the Vatican Hill in the northwestern section of the city of Rome but constitutes a sovereign state separate and distinct from the Republic of Italy which surrounds it.
After the Popes lost control of the papal state and the city of Rome during the 19th century, they needed a small entity that would guarantee their independence and provide a safe venue for the government of the Universal Church. That need was filled when the 1929 Lateran treaties established the independent state of Vatican City. In addition to the City State itself, certain properties owned by the Holy See which are outside of its territory (curial office buildings, Castel Gondolfo) enjoy extraterritorial status. The Pope is Head of State, although he delegates day-to-day governance of Vatican City to the Pontifical Commission for the Vatican City State.
